At SFC,
Air Temperature: 76.6 deg
Relative Humidity: 34.2%

At FL4,
Air Temperature: 78.9 deg
Relative Humidity: 25.6%

The Boise Mountains could not be seen, But The Owyhees could. Therefore the visibility was in excess of 30 miles but less than 50 miles.
